JOB DESCRIPTION : Job Purpose:
The Tax Manager is responsible for all Tax matters in the West Africa Hub, including planning, compliance and defense. He/She ensures that Tax considerations are properly reflected and taken into account in management decisions. (S)he contributes to the Company goals and strategies for total share holder returns targets by designing and implementing projects within the agreed company risk profile, and to the company's Stewardship efforts, ensuring all (potential) risks are pro actively managed in compliance with local and Global legislation.
II. Job Scope:
The Tax Manager reports to the Local Finance Manager with a dotted line to the Sub Sahara Tax Manager. It is a full time job in the head office, but covers all entities in the West Africa Hub, either directly or through appointed tax contacts.
The Tax Manager interacts internally in P&G with various levels of employees in all departments, P&G subsidiaries in Geneva, etc. and Cincinnati. (S)he interacts externally with Tax Authorities, Ministry of Finance, Tax consultants, P&G suppliers, customers, and other governmental and non governmental organizations on tax related matters.
Depending on the size of the subsidiary, The Tax Manager handles his/her duties either directly or through delegation to competent people, within or outside the tax department. When delegating (s)he ensures that the Service Level is clearly understood and agreed by all parties, maintains ownership for the training and coaching of the P&G employee in charge for the tasks, and supervision/review of the actual outcome of the delegated task.
III. Job Responsibilities:
1. General tax Guidance
a) Keeps abreast and reviews the impact of planned Business, systems or legal changes to ensure tax considerations are properly taken into account and implemented.
b) Designs, implements and provides input on new structures, leads corporate restructuring plans, identifies opportunities to reduce or defer tax costs or to improve cash flow, balance sheet position
c) Proactively identifies developing issues and recommends changes to improve processes, documentation in order to minimize taxes or risks.
d) Signs off on any new process, system or business case for the tax compliance part.
e) Ensures that local, International and US tax implications are properly taken into account for decision making. Coordinates with Regional and US tax as appropriate.
2. Corporate Income Tax.
a) Forecasts the Annual tax liability per entity, understands opportunities and proactively leverages them through tax planning idea.
b) Provides clear guidance to the accounting team for the proper handling of data, documents and reports necessary to substantiate the tax declaration.
c) Reviews corporate income Tax returns, ensures documentation is complete and accurate in anticipation of Corporate income tax inspections.
d) Leads, with the support of General Accounting, the Corporate income Tax inspections and subsequent claims handling if any...
e) Applies learnings from inspections to minimize tax costs.
3. WithHolding taxes on payments to other parties
a) Provides Accounting with clear data on the proper handling of Withholding liabilities by contract, country,
based on accounting's list of business cases or on request for new cases coming up.
b) Review applicable tax treaties to minimize the withholding liabilities, and provides guidance as to documentation required to minimize the liability.
c) Coordinates annual obtention of residence certificates from P&G subsidiaries involved.
d) Handles WHT refund claims where legitimate.
4. VAT
a) Trains Accounting department on the proper handling of VAT on local goods, imports, exports, services and other transactions.
b) Ensures monthly VAT filing is done accurately and with adequate back up documentation through spot checks and ad hoc reviews.
c) Leads, with the support of General Accounting, the VAT inspections and subsequent claims handling if any
d) Applies learnings from inspections to minimize tax costs.
e) Identifies proactively ways to minimize VAT, through lobby, reclassification special regimes or any other means that result in a reduction of the VAT tax or cash flow improvements.
5. Import Duties
a) The tax manager is not directly responsible for import duty matters which are primarily the responsibility of the Product Supply group/Customer Service department. (S)he however has responsibility over issues around Gatt Valuation and will provide feedback in as far as possible on Custom duty issues or litigation.
6. Individual taxation.
The tax manager is not directly responsible for Personal Income Tax payments which are primarily the responsibility of ES. (S)he however owns the definition of the tax status of various components of compensation, the follow up on legislative changes, the clarification of tax position on unusual items and the training/coaching of Employee Service Payroll employees on PIT matters.
7. Other Taxes.
a) Ensures continuous update of Tax information as relating to the obligations and rights of P&G to Accounting and Finance management so that new issues can be dealt timely and folded into business plans, in accordance with legislative changes.
b) Proactively manages the total tax bill of the companies to minimize costs within the framework of the law.
c) Provides training and coaching to Accounting to prepare the necessary tax reports and their backup documentation.
d) Ensures timeliness and quality of records and reports through appropriate checks and reviews.
8. Manages Tax reserves and Deferred Tax Assets / Liabilities
a) Highlights tax exposure areas and makes the recommendation for tax reserves in line with company guidelines and policies

c) Ensures with General Accounting that the deferred tax liability/assets created in books are accurate, reasonable, properly approved and posted in the correct accounting periods.
d) Reviews tax reserves as appropriate and ensure release is done in line with company policy.
9. Single point of Contact for all tax matters:
a) Receives (with confidentiality if required) any claim or concern from any employee on P&G's tax positions and handle these appropriately.
b) Appoints external tax advisors in line with DOA, reviews their performance in the absolute and comparatively to the market and costs.
c) Coordinates all requests for outside consulting from the various departments, and seeks optimal solution to their queries
d) Defines and runs tax lobby priorities, ensuring consistency of arguments with other P&G positions, both locally and globally.
e) Responds timely and accurately to queries from Regional or Global tax.
f) Contributes to the regional and Global tax organization by actively bringing his/her experience and knowledge to synergise with the group
10. Organization development
a) Champions Tax awareness in the organization, through training, circular letters or any other appropriate communication.
b) Ensures own Technical knowledge high standards through personal training plan agreed with regional tax.
c) Develops Business and Functional understanding through training or broadening experiences, with special focus on Finance.
d) Develops own management and individual effectiveness skills through active participation in training
e) Seeks to grow total Function's tax knowledge through open sharing of experience and knowledge; active participation in meetings, conference calls, studies; and mind opening responses to queries rather than yes/no answers
REQUIRED QUALIFICATION: Minimum education of Bachelors' Degree with good academic results.
SKILL REQUIREMENTS:
Good command of the English
Strong skills in leadership, analytic thinking and problem solving, and excellent in communication.
Legally eligible to work in Nigeria
